Sol’s ARC is a registered NGO working towards inclusion and equity for persons with disabilities. For over 20 years, we have focused on ensuring that every child learns and every adult earns through inclusive education, vocational training, and livelihood opportunities embedded within public systems.
Role Summary
The PMU Officer is responsible for overseeing the implementation of the Rural Livelihood Program for Persons with Disabilities (PwDs) at the state office level. The role ensures strong field execution, on-ground supervision of Field Officers, stakeholder engagement, data accuracy, and quality reporting, while serving as the bridge between district operations and state-level strategy.
Key Responsibilities
1. Program Implementation & Monitoring
  • Supervise and support Field Officers to ensure the timely execution of activities.
  • Bridge the gap between the state-level responsibilities and field activities.
  • Monitor progress against targets and address field-level bottlenecks.
  • Ensure adherence to program framework, timelines, and quality standards.
  • Track SHG formation, livelihood linkages, documentation, and inclusion activities.
2. Stakeholder Management
  • Build and maintain strong relationships with district-level government officials.
  • Coordinate with MSRLS and other block/district stakeholders.
  • Facilitate awareness sessions on disability inclusion.
3. Data Verification & Reporting
  • Validate data submitted by Field Officers (≥95% accuracy target).
  • Ensure completion of baseline surveys and screening coverage.
  • Compile monthly district reports and trackers before submission.
  • Document case studies, challenges, and best practices.
4. Capacity Building & Team Support
  • Identify the training needs of Field Officers.
  • Provide mentoring and on-ground guidance.
  • Monitor Field Officer KPIs through monthly reviews.
  • Ensure Divyang Mitra training participation and competency uptake.
Key Performance Indicators (KPIs)
  • 100% monthly tracking of Field Officer KPIs.
  • ≥95% baseline and survey data accuracy.
  • ≥80% PwDs linked to income generation/skill training.
  • 40 SHGs formed/activated (East Khasi Hills & West Garo Hills).
  • 40 SHGs receive revolving fund & LOKOS registration.
  • 120 PwDs enrolled in Social Security Schemes.
  • 100% screening coverage of identified PwDs.
  • ≥90% Divyang Mitra training attendance.
  • 100% data validation before state-level submission.
Educational Qualification
  • Bachelor’s / Master’s degree in Rural Development or related field (preferred).
Experience Required
  • Minimum 2 years of experience working with government programs.
  • Prior experience in livelihood, rural development, or disability inclusion preferred.
  • Experience working with SHGs, social protection schemes, or community institutions is desirable.

Salary: 45,000/- to 55,000/- PM
Start Date - ASAP
Location - Montfort Building in Dhankheti, Shillong
Working Hours - 8 hrs/day, flexible between 9:30 am – 6:30 pm
Languages - English & Hindi, Khasi / Garo
Education - Bachelor’s/Master’s degree in Rural Development, or related field (preferred)
